The Deal Died With Someone Who Was Never in the Room

A founder selling into public-sector institutions had two strong champions inside a buyer. Both were enthusiastic, and the opportunity looked live.

The deal still stalled.

The missing actor was a third party who had not been part of the early conversation but had the ability to stop the decision. In this kind of institutional sale, the person who can say no is not always the budget holder or the visible sponsor.

The work changed from finding champions first to mapping the veto first. Before activating internal support, the founder needed to understand who could block the deal, why they might resist it, and how their concerns had to be addressed.

The veto player was not always the same role in every institution. That made the mapping even more important. Without it, a warm champion could create momentum that still never turned into a signed contract.
